Has China Temporarily Eased Graphite Export Controls to the United States

November 12, 2025

Understanding the Ministry of Commerce’s Latest Adjustment and Its Industry Impact

On November 9, 2025, the Ministry of Commerce of the People’s Republic of China issued Announcement No. 72 of 2025, approving the suspension of Paragraph 2 in Announcement No. 46 of 2024 — the Announcement on Strengthening Export Controls on Relevant Dual-Use Items to the United States — effective from the date of issuance until November 27, 2026.

So, what does this mean for graphite and related export activities? The policy can be interpreted from three perspectives: regulatory adjustments, implementation period, and industry impact.

1. Temporary Relaxation of Strict Export Inspections

Previously, Paragraph 2 of Announcement No. 46 of 2024 imposed tighter end-user and end-use inspections on the export of graphite dual-use items to the United States, creating a high barrier for exporters.
With the suspension under Announcement No. 72 of 2025, exporters are no longer subject to these extra-stringent reviews. Graphite export applications can now proceed through standard licensing channels, and qualified enterprises will obtain approvals more easily — effectively relaxing export restrictions for the time being.

2. Temporary Adjustment, Not Permanent Liberalization

This policy relaxation has a defined validity period until November 27, 2026, meaning it does not represent a permanent deregulation.
It reflects a practical move to implement the consensus reached during recent China-US economic and trade consultations in Kuala Lumpur, serving as a buffer to ease bilateral trade tensions.
Future extensions or reinstatements will depend on the progress of these consultations and evolving trade dynamics.

3. Positive Impact on Graphite Export Enterprises and the Industrial Chain

Graphite plays a vital role in strategic sectors such as semiconductors, aerospace, and new-energy materials. As the world’s leading graphite exporter, China’s policy shift provides tangible benefits for domestic producers.
For instance, companies like Qingdao Freyr Graphite Co., Ltd. — a professional manufacturer specializing in High Purity Graphite — are likely to see new opportunities emerge.
The temporary easing of export control may accelerate overseas orders, boost overseas base construction, and improve export gross margins, helping enterprises expand their global customer base.

Industry Outlook

In the short term, this adjustment is expected to stimulate graphite trade activities and enhance supply-chain confidence.
In the long run, whether the policy becomes a sustained opportunity will hinge on continued dialogue between China and the United States.
Nonetheless, for now, graphite producers and global buyers alike can look forward to smoother trade operations and renewed cooperation in the international market.
